In order to provide County wide timely, consistent and accurate plan reviews from a single drop-off location, the Fire Code Official's Office was established in 1997. This was accomplished through an interlocal agreement between Collier County and the Fire Districts of Collier County. This interlocal agreement provided that a Fire District administer the office. Initially North Naples Fire Control and Rescue District provided the administrative oversight. In 2003 East Naples Fire Control and Rescue District assumed and currently provides the administrative oversight.
The office provides all Fire plan review services for unincorporated Collier County. Each Fire District provides the Inspection services for new construction and existing buildings within their District. From January 2001 through March 2011 the Office has averaged 978 plan reviews per month. Currently, we are providing far shorter review times than our standards of 95% of first reviews within 10 days and 98% of re-reviews within 3 days.

Fire Code Official
is a 28 year veteran of the fire services. Code Official Riley maintains Florida Municipal Fire Inspector I and II certifications as well as certifications through NFPA as a Certified Fire Plan Examiner (CFPE) and a Certified Fire Protection Specialist (CFPS). He also has extensive background in Fire Code development and management.
He began his career as a firefighter with the San Carlos Park Fire District. Prior to joining the Fire Code Office in 2000, Riley served as a Fire Inspector/Fire Investigator and as the Fire Marshal for the City of Fort Myers Fire Department and Fire Marshal with Sarasota County.
Code Official Riley currently serves as First Vice President on the Board of Directors of the Florida Fire Marshals and Inspectors Association (FFMIA) as well as representing the Florida State Fire Marshal’s Office as Chairman of the Florida Fire Code Advisory Council. He also represents the Southern Division of the International Fire Chiefs as a Member of Southern Regional Work Group for the International Code Council (ICC).
In 2011 Code Official Riley was recognized as the Florida Fire Marshals and Inspectors Association Fire Marshal of the Year.
